They let guests in with a party ticket at 4pm.
No you would not be let in earlier. This is not like "pre park opening ADRs".
I suggest eating at one of the monorail resorts and then entering the park.
Yeah in past we have done Kona and Grand Floridian Cafe at 4 pm before heading to MK but now with a 5 pm opening that won't work.
We have done every combo of eating that day you can imagine. Best for us has been a BIG lunch somewhere, went back to room to rest/change then headed to park to get in a 4 pm. We would then just nibble all night on the specialty snacks, which was fun.
We found the latest lunch we can get (1:45 this year) works perfectly for the parties. We can take our time at the meal, then rest and let it digest before heading to Magic Kingdom. It's really not that long of a wait.
When we did this two years ago we did the latest lunch we could get (I think it was 1:45ish) and then took the monorail to GF, did a photo shoot at their photo session area upstairs in our costumes, and then headed over to the party. It was nice and they have fun Halloween props- they had a pumpkin head, we have some cute pics.

As other's have stated you can enter MK at 4:00 PM. You could make a dining reservation for any time after 4, but please note that there is usually a line at the party entrance and they have to give you your wristbands and trick-or-treat bags, so it goes a little slower than is typical (though they might start sending it through a few minutes early). I wouldn't make an in-park for any earlier than 4:15. That said, I 100% agree with those saying to book something at one of the MK Area resorts and then hop on a boat or the Monorail to get over to MK for 4 PM.
I just eat quick service in park some time between whenever I enter and 7. I almost never enter for parties at 4 or there about a because it’s a you know what show in front of the park. I like strolling in all relaxed and not in the heard. Than I use my sneaky sneaky lightning lane and get in that plus a ride on Tiana’s and Tron after 6 but before 7
