DD1 was 2 when we first took her, so I included her in the count for ADRs because she needed a seat. When we go next fall, DD2 will be about 4 months, so I don't think she will be in a high chair. Do I need to put her in the count for ADRs?

Also, when DD1 was that age, we always took her to restaurants in her infant car seat. We will not be bringing that with us on the trip. Where do you put your baby when you eat? I will have an Ergo and stroller. Do you just hold the baby and eat 1 handed? I know this probably sounds like a dumb question, but I think that's what happen when 4 years has gone by since having a baby.
 
It's not based on seats, but humans in the building. Include the baby.

We held DS until he was 6 months old, then the first time he was in a highchair at a restaurant he knocked out a brand new tooth, and we started holding him again. One handed eating is a fine art. :)
 
We took DD when she was 4 months. We either took turns holding her and eating one handed or put her in the baby carrier and she would usually fall asleep while we ate over top of her. (Pretty sure she ended up with lettuce on her head at Earl of Sandwich and I definitely dropped ketchup on her face one time at home when we ate at Red Robin.)

One handed eating or a sleeping baby in the ergo is what I just did with a 6 month old at WDW. and all our ADR's included him in the count. :)
 

We went last year when DD was 4/5 months. Depending on the restaurant, you can bring in the stroller. We did at Le Cellier and Tusker House but couldn't at Biergarten.
 
Varies on the restaurant. When I went to Be Our Guest, baby was asleep in the stroller so they found us a table against the wall so we could keep her in the stroller sleeping. For Boatwrights we had to park the stroller, but luckily had the infant car seat. We included her in all of our ADR headcounts.
 
Well I was going to ask how you would normally hold her when eating out, but then I did the math and realized she hasn't arrived yet! Congratulations! :thumbsup2

My advice would be to bring the stroller and baby carrier and do whatever works best in the moment. You might find that if baby is sleeping in the Ergo that you just want to leave them there, or (if you're like me) you might want a break from baby wearing while you eat and put her in the stroller. Like a PP said, it might also depend on the restaurant.
 
When we were there in 2010 they had infant high chairs. Kind of like an infant car seat on a high chair. Lays reclined back for a baby that doesn't sit yet.
