What is the earliest and latest a dinner ADR can be made? Does the location matter? Is there a link somewhere to see the various dining times per site?

Hours vary by restaurant and by time of year. I have never seen a complete and accurate list of restaurant hours. Your best bet is to call Disney Dining with specific dates, times, and restaurants.
