Yes. They are available only as part of a package offered by the Disney Resorts. They are not available for any off-site guest.

Not only that, it must be a Disney-operated resort. Swan/Dolphin and Shades of Green are on Disney property, but not eligible for dining plans because they aren't run by Disney.

No, sorry, there are no restaurant discounts within the parks except for annual passholders (and TIW discount card but you must be an annual passholder or Florida resident and pay a fee to get that). Some of the Downtown Disney and Swan/Dolphin restaurants may offer discounts to AAA members.

Also, some of the DTD and Swan/Dolphin restaurants participate in restaurant.com where you can purchase certificates for a discounted amount but you can't get these for restaurants in the parks or the Disney resorts. If you decide to buy any of these make sure you pay attention to the rules for each one regarding what you must order, how much you must spend, automatic tip, frequency of useage, etc.
