FYI the new change may not be a change at all. Take a look at this:

That isn't the same as the brochure PDF. So which one is correct??

Leave it to Disney to confuse everybody with conflicting information. I called and asked about the 2017 plan. The CM had the information with the changes to the 2017 plan. He said the loss of quick service desserts was correct with only two snacks. Great for regular dining and lousy for the quick service plan.

The description/explanation of the dining plan still includes the dessert for the QS meal, and still only one snack. It does not reflect the changes on the PDF of the 2017 dining brochure that takes away the dessert and gives you 2 snacks per night instead of one.

At most places, yes you can. However, this is not spelled out anywhere in Disney literature, so ask the CM before you gather your 3 snacks. They can (and do) say no. And this is just for 2016. With the changes to the meal for 2017, there is no way of knowing what they may, if anything, allow next year.
