Do you have to be staying at a resort on Disney property to be able to do the dining plan?

Yes. The various dining plans are only available to guests saying at Disney-owned resorts (including DVC resorts).

Yes, you do - it must be a Disney-owned resort. Even non-Disney-owned resorts located on WDW property (Swan/Dolphin and Shades of Green) are not eligible.
