Dining plan at F&G booths?

I know during food and wine you can use dining plan snack credits for some of the small plates at the carts, is the same true for Flower and Garden? We currently have the dining plan booked, but were planning on snacking our way around the world for our Epcot day. I'm just trying to figure out if it's worth it to keep the dining plan or if we're better off paying OOP for food.
