What role does Gary De'Snake do on Zootopia 2?

Ever since I got my Gary De'Snake plush I am curious to know more facts about him and I would like to know what role Gary De'Snake has in Zootopia 2? Is he a villain or is he a con man like Nick Wilde was in the first Zootopia film? I also saw clips where Gary De'Snake tries to make deals with Pawbert Lynxley but Pawbert and Gary don't see eye to eye. Is Gary De'Snake an enemy of Pawbert Lynxley? I also discovered that Gary De'Snake is voiced by a comedian who made a huge name for himself as a commercial actor

Well, it might kind of spoil the movie to know as it is all very integral to the plot. The character is quite interesting though.
