digital camera ?

I just bought a new Fuji Finepix A310. It says that it is a 3.1 million effective pixels and 6.0 recorded pixels. I don't know anything about this stuff. What is the difference between effective pixels and recorded pixels? Should I set it on 3.0 or on 6.0 when I take pictures. Does it make that big of a difference? I only take pictures for my family albums and to share with family. Thanks for any help any of you digital smart people can give me.
