No, unless the water level is very, very low. But then the ECV user can just drive it to Epcot or DHS.

I've never heard of those particular boats being an issue.

The Friendship boats inside the park may have issues with the park rental ECVs, but that is because park rental ECVs have large bumpers and the ramps are relatively steep.
