I work at Franklin Pierce College, just over the border from Mass and not far from Keene State (one of your original choices). We have great faculty in both English and Education, and we do have a Master's Program in Education. If you want rural, we've got it! 
There is no fee for submitting an application. We do have many students intending to teach in Mass in our Ed program and we do place student teachers in schools in Mass.
