This seems like a stupid question, but I am not doing a good job of locating any information about Annual passes. Can someone tell me the difference between the two? Can someone tell me if one has black-out dates, and if so, what are the dates? Where can I see rough cost? etc......it's early.

Which two are you looking at? The FL Resident Seasonal APs have blackout dates for instance, but can't tell if that's even an option for you.

I do not think there are any blackout dates for WDW AP holders, if you are NOT a FL resident. The PAP gives you a 20% discount on merchandise and some TS restaurants + admission into DQ and the waterparks.
Here's what the website says:
Premium Annual Passes

Make the magic last all year long and enjoy admission to more Resort attractions! The Premium Annual Pass includes:
•unlimited admission (except for activities/events separately priced) for 365 days to Magic Kingdom Park, Epcot, Disney's Hollywood Studios and Disney's Animal Kingdom Park
•same-day admission to all 4 Walt Disney World theme parks
•complimentary theme park parking
•a year's worth of unlimited access to: Disney's Oak Trail Golf Course (green fees only), Disney's Blizzard Beach Water Park and Disney's Typhoon Lagoon Water Park, ESPN Wide World of Sports Complex (days of operation depend on event schedule) and DisneyQuest Indoor Interactive theme park
•special Passholder discounts on Resort Hotels, dining, merchandise and more
•exclusive Passholder communications with behind-the-scenes information
•exclusive Passholder special events and privileges
Purchase Premium Annual Pass

Ages 10 & Older
$691.19 USD

The regular AP gives you a 10% discount on merchadise and 10% off at some TS restaurants, no adimission to DQ nor waterparks...
