Difference in booking units at the AKL and the WL

I was wondering why there is a difference between the units at the AKVs and the units that make up the WL. There is no difference in booking timelines with Jambo and Kidani. You own at one, you can book at the other at 11 months out, right? But with the Wilderness Lodge units, its not like that. Wonder why Disney made a difference in them? Or am I wrong on this?
 
Jambo and Kidani were sold at basically the same time. BRV and CCV were sold decades apart.
 
CCV is a separate condominium corporation/development from BRV, thus separate declarations, booking dates, etc.

Kidani/Jambo are all in one.
 
Keep in mind BRV expires in 2042. CCV opened last year. It would make no sense to have them as the same association.

Meanwhile, Jambo and Kidani were developed together as a property.
 

Jambo was the AK Lodge that seemed to have occupancy issues probably due to it's location. DVC took over the 5th and 6th floors and converted rooms and sold DVC contracts, The money from those sales they put towards the Kidani construction. My guess is that there was plenty of land so Kidani made sense. It took a few years for it to become popular, they always seemed to have availability.
