I think the guy at the dump was being so helpful so he could scour your trash for anything he thought was valuable and didn't want any kitty litter on his hands! When we lived in Wisconsin the dump was known as "the exchange" kinda like what is one mans trash is another mans treasure thing. As far as burying it I have never heard of it, I have 6 cats, 3 litter pans and it goes in my trash pick up twice a week, heck I just dump the pans in the trash can, don't even bag it! As far as the flushable, personally I couldn't afford it, secondly I wouldn't want a problem with my plumbing (just in case) Unless the guy is someone important I wouldn't think again about his warning, just dump it!
And when I "herd terds" dog dung that too goes in the trash, non of this stuff is any worse than used diapers!
