These restrictions only apply to exit rows, they have nothing to do with bulkhead seats. Bulk head row means they have a wall in front of them, such as the first rows on entering the plane. Preboarders always sat in the first rows with Southwest’s open seating.
You're correct-my mistake! I was thinking bulkhead=exit row. Now that I understand what bulkhead is, I do remember that on my last trip on 2/4, no one was sitting in any of the 3 seats in one side the first row, almost the only empty seats on the airplane.
