I'm not the OP but it was at WDW in 2006 for the 35th anniversary celebrations but is now at DLParis for their 15th anniversary year.

I work at DHS and where I go from onstage to backstage, I go right past this window every day. I have always thought that that "character" looks like something out of Beetlejuice or some horror movie. I keep expecting it to turn and look at me.
