Not OP but it's the neat sidewalk panels at Epcot..They only shine at night and they are on the way out.. before you get to Spaceship Earth. Check them out next time!

One of those neat little "details" at Epcot. FW close to the walkway by the Epcot Character Spot on the The Land.
