When do they release the availability like Im going in Sept

See my answer to this question. There is no set schedule. You just have to watch/check regularly.

It is very hodge podge and varies a lot by party.
As an example, Frozen Dessert party dates for March 1 and on were just released over this past weekend. Dates for all other dessert parties have been out for weeks.
It's pretty unusual for them not to be released by the time you are ready to make your FP, so by 60 days.

When do they release the availability like Im going in Sept

It depends on the party. I’m going next month and was able to book the HEA dessert party in MK moths ago. The FEA one in Epcot wasn’t open to book until a couple of days ago.
