I don't think so. I think you can trade dessert for an extra side item or for fruit. I think that's how it works. Someone will correct me if I'm wrong on that.
At all quick service restaurants you can swpa the dessert or beverage for any snack at that location. So at Be Our Guest the only snack credits are soup, desserts or drinks, so you could get soup instead of lunch. But at Pinnocho's you could get the blue slushie as a drink and/or the breadsticks instead of dessert. Or at Flame Tree BBQ get onion rings instead of dessert.

I always thought the soups were a snack credit, but looking at allearsnet and easywdw, that little snack logo is not next to the soups on the menu. I think I would try it, because it is a single serve item and Disney sort of said that was what they were going to do. If it doesn't work, the steamed broccoli, couscous, fries, and coleslaw are all snack items you could get for that dessert/drink credit.
