We booked flights February 4. I was going to see if I could change the outgoing flight because we are not going to stay as many days as we had planned. It says there is a 200.00 fee to modify to avoid fees make new flight reservations then cancel the old. Huh why?
I also noticed when checking seats on a 3 seater on each side is unavailable in the middle seats . I’m guessing this is for social distancing?

The $200 change fee has been around for a long time and is routine on the legacy airlines. Many airlines are waiving change fees however during the Covid crisis based on when you booked and when your flight is. Here's their link on how to find out if your flight qualifies: https://www.delta.com/us/en/travel-update-center/cancel-change-requirements?src=waiver1

And yes, the blocked middle seats is to support social distancing.

Yes I already knew about the change fee, but from what I read it is supposed to be waived.

Did you go to the link I posted? You don't say when your trip is, just that booked Feb. 4. The booking date doesn't qualify for free changes (only those booked between March 1 and June 30). But if the trip is before Sept. 30, then it qualifies.

Oh I’m sorry my dates are August 5-12. Yes I did read that. It says my travel dates qualify. That’s why I don’t understand why it says we will have a 200.00 change fee.

I agree that it sounds like you qualify. If it was me, it's time to talk to a human. Various options:
1) Call. But there have been reports of extremely long wait times (I don't know when people are calling, might want to try early morning)
2) Tweet at them
3) Go to an airport and talk to someone at the check in desk.

Good luck!

Yes I’m going to call.
