December slow weeks and FD?

Is it odd that the slowest times in December (from crowd calendars) are not included in the FD? Any speculation on if it might be added down the road? I am just crossing my fingers because I was hoping to be able to go at the slowest December time which looked like the first two weeks.
 
One speculation might be that although the crowds are low in the parks, more people chose to stay on property. Rack rates are the lowest the first few weeks if you want to go in December, which may entice people to stay on property. We are going 11/29-12/6 staying at the WL and I priced it out changing our dates to the week of 12/13 when free dining is offered. The rates for the WL at least were about $100 per night higher, so we will do better sticking to the first week of December and if a RO comes out that will make it even better.

The Pop Warner SuperBowl is Dec 6 to 13, they take up alot of value and moderate rooms, which are popular for free dining. Thanksgiving is late this year too, which more people will be stretching the holiday into early December.
