Paypal pays the discount. They are paid by a percentage of the sales price by the seller. They're just trying to get more buyers to choose the Paypal option.
 
Has anyone had a problem with this. I input the code and it showed the discount. The receipt I rec'd by email showed the discount, yet the undiscounted amount is what was deducted from my paypal account.

If you go to the details of the transaction it will list how the funds were deducted. For instance, my purchase lists a withdraw of $185 from my bank account, $22 from my paypal account and $23 from an ebay coupon. If you just look at the overview, it will look like the whole amount was taken from your account. You have to look at the details to see the specifics.

If I buy a combined amount of auctions totalling 100. from a seller, and they send me one combined invoice, does paypal give me $ off 100, or only one of the auctions?

You don't enter the code until you check-out through paypal. On one of the checkout screensyou will see a box below the details of the transaction to enter any coupons or codes.

woohoo, I finally used this code, the 10% off one, I saved $5.50 thanks a bunch!
 
I had posted a question earlier in this thread asking whether the 10% could be used on multiple auctions won from the same seller (as long as they were on one invoice). I got no answer here, so I went ahead and did two buy it nows (that I was going to do anyway) from the same seller, and they were on the same invoice. The Paypal code only deducted 10% off one of the auctions, although it was the more expensive one. I am still happy, as I paid 2.55 less with no effort!
 
I was able to "stack" the codes on 2 "buy it now" purchases to the same seller. I just entered the first code and when it went through I entered the 2nd code into the same box. The computer deducted a different amount for each of the 2 items. I even tried to enter the 3rd code just to see what would happen and it didn't take that one.
 
Thanks so much OP!!! I was able to use 2 codes and save myself a total of $38.25!! Also thanks to MermaidsMom about the ability to "stack" on a combined invoice. Paypal even took the 10% off of the highest item.

Thank you SO much Cami. I bought some hard-to-find and somewhat pricey items my kids wanted for Xmas. I saved an additional $12.60 with the coupons (and a total of $43 by getting them on ebay instead of in a brick&mortar!!).
