No, you have to book a package at a Disney owned resort - Swan, Dolphin and Shades of Green aren't owned by Disney.

Also, unless you qualify for a ticketless package, the package will also have to include tickets purchased from Disney.

You can buy $25 certificates for many S/D restaurants at restaurants.com.
Right now through tomorrow you can buy a $25 certificate for $2 by using promo code SUN at check out.
There are restrictions on use. And the total meal still will be a good chunk of change. But if you plan to eat there anyway, it will help.

Swan and Dolphin aren't eligible for the dining plans at all, and even if you book a Disney resort you have to book a package with tickets (unless you have an annual pass or are eligible for the military discount).
