DDP with No Tickets

I'm sure this is in print somewhere, but I couldn't find anything at first glance. We enjoy the DVC accommodations enough that I can see eventually staying in a villa for a few days without going to any parks. If we do this, we may splurge for DDP. Can I buy DDP even though I have no tickets, i.e., does it only require a DVC reservation?
 
Yes, you can add a dining plan to a DVC reservation without purchasing tickets. DVC does not do room/ticket packages anyway.

Also, a dining plan can be added to a regular Disney reservation without purchasing tickets to make a ticketless package.

We do much less park time than before. The parks don't change much other than getting more crowded. Waiting 40 minutes for a 5 minute attraction starting getting old. Now we pick and choose when and where we go, sleep in and explore more of WDW outside of the parks.
