DDP include appetizer on Signature Restaurants?

I know the basic DDP does not include an appetizer for a TS meal, but was wondering if you use 2 TS for a signature restaurant, if the appetizer is included then.

Only on the Deluxe Dining Plan.

CRT, alone among the signatures, is a set menu and includes the appetizer on the basic plan. Basic plan users can get the appetizer included at Brown Derby if they book the Fantasmic Dining Package - but not if they eat there without the package.
