DDP and AP. Does everyone need one?

DD is an AP holder and is planning a trip with friends. They would like to add a ddp to their room only reservations. Can DD add a plan or do all guests have to have an AP?
 
All persons on the room have to have the same plan, but it can be done as a ticketless package.

As PP said, they can add the dining plan to the room-only reservation, but all have to be on the same dining plan, and they will have to call to do it.

When they add it to the room-only, the reservation becomes a package reservation and all package rules apply.
 
The AP holder can book up to 3 rooms doing this as well. They will all have to get tickets separately and the level of dining plan will have to be the same from what the CMs told me.
