You'll have to talk to the Concierge at your hotel and see if they'll transfer your credits to CS for you.

Yes you can get all CS with free dining. You can use a TS credit at a counter service, just not the other way around.

You do not have to contact anyone as another poster stated.

During free dining the past couple of years, WDW has announced that a TS credit can be exchanged for a CS credit. It's specifically permitted when they do that.

I have seen posters say that at other times, you need to have the credits converted at the resort front desk. Possibly the CS locations are not set up to take TS credits all the time.

WDW has made no announcement yet regarding whether or not you can exchange TS for CS during free dining this year.
