DDE card?

What is a DDE? How much do they cost? If I want one, how do I get one? Pros and cons? Details... I want details.

I keep reading about people using them but dunno anything about them.

I guess it won't help me, I am not a FL resident (thank the Lord, after spending 15 years in New Port Richey, I've already done my time) and I'm not a AP holder.
