Is there a specific time that the DCL booking window opens (i.e. 7am EST for FP+ @ WDW)? Once you pay in full, it states you can explore. So I can explore activities and view options before my booking window opens? TIA!

Unfortunately, you'll only see your exact options when your booking window opens and you are paid in full.

That's annoying.

For Disney world FP+ and ADR, you can already be logged in and just hit refresh at 6 am for ADR/7 am for FP+

As bad as Disney's IT is in general, DCL is usually far worse. It is possible that they have corrected that but I don't recall seeing any information on it.
