for counter serve ask to look at binder as thing can change often so would not trust anything to be same. I will use the small park I work at for most of last season hamburger buns were dairy free but in Nov where we get them from changed brands and they were no longer dairy free

Now you just have to ask for an allergy menu as you enter a counter service location! If you have trickier allergies (like my dh), you can still see a binder.
