I have a vacation planned for Oct 9th, so I have been watching to see "which way the winds blow..."

Just for background information, I am fully vaccinated as is my wife. My then to be 10 year old son is not, nor is my 1 year old daughter. I guess my big question is;
1. Arent guests who are not vaccinated suppose to wear masks? And if that is the case, then arent 100% of the children 2-11 suppose to ware a mask? Did I miss something??

There are at least 5 different threads about this very thing. :) But yeah, they are supposed to but Disney will not enforce any mask mandates right now.

We were there last week and most of the signs we saw said, "Masks are optional for fully-vaccinated guests. Non-vaccinated guests must wear masks when indoors." I can remember seeing about 5 people in masks the entire trip. Most were older. I don't see much being enforced from here on out.

Yes but the rules are not being enforced. Watched a live feed of the fireworks last night and of the sea of people around there were only 2 people in masks. We've been in the parks since last August and I really felt like even while mask rules evolved some over the 8-9 months, around March/April, enforcement really dropped off with no more CM's holding signs about wearing masks. I also saw no correction of guests not wearing masks the last few months before the latest change.

Essentially Disney played the optics game to keep themselves open and adhere to local ordinances but it's all gone by the wayside.

There are Hippa laws regarding proof of vaccinations. I guess a business can ask you but because of other laws, they can't refuse service. But...they can ask you to wear a mask if you don't disclose. It's a slippery slope and most places don't want the bother. I am fully vaccinated but if I feel uncomfortable around a lot of people, I'll just throw my mask on. That's all you can really do!

From https://www.hipaajournal.com/is-it-a-hipaa-violation-to-ask-for-proof-of-vaccine-status/ :

What is HIPAA Law regarding Vaccine Passports?
HIPAA law regarding vaccine passports is the same as any other proof of vaccination. Only HIPAA Covered Entities and their Business Associates are required to comply with HIPAA. Therefore, if an individual is asked for a vaccine passport by their health plan provider, the health plan provider is subject to HIPAA law. However, if an amusement park operator requests to see a vaccine passport, they are not a HIPAA Covered Entity or Business Associate and therefore not subject to HIPAA law.

As the PP quoted, it’s not HIPPA, it’s a Florida law that bans “vaccine passports” or otherwise requiring proof of vaccination by businesses, so Disney got really stuck between a rock and a hard place. Either they could continue requiring masks for everyone, all the time (and potentially drive away some business), or they could follow the rest of the country, and the CDC, and rely on the honor system.

That's what I thought, thank you ... not sure why the other poster said no mask requirements were being enforced.
I’m not sure why some people are confused. Maybe their experience was different than mine. I just got back home this morning and all the Disney bus drivers we encountered politely reminded guests to wear masks and offered disposable masks, if needed. The cast members at the skyliner also politely reminded guests to wear masks. I’m not sure if they have disposable ones available or not. My family all had disposable masks and kept one in our pocket or backpack pocket, to easily access before getting in transportation.

I mean outside of buses/skyliner/monorail. Technically no children under 12 should be maskless as there is no vaccine available to them yet we never saw any children wearing masks and since it's the honor system, and it's safe to presume not every person maskless is vaccinated. That's what I mean by mask rules are not being enforced. Those are Disney's rules, yet they cannot enforce them. I'm fine with it but many people visiting I've spoken to were surprised.

Currently, everyone is required to wear a mask on buses, monorail, and skyliner. You are not required to on boats. You are still welcome to wear a mask if you want. Your 1 year old does not have to wear a mask anywhere, at any time.

I've been going since last August and hadn't noticed a whole lot of slipping in enforcement myself either, we just got back a couple of weeks ago right before they got rid of pretty much all the mask requirements (aside from transportation and for non-vaccinated on the honor system). On our recent trip, just a few weeks ago, my 10 year old started walking in to Mouse Gears and forgot to put her mask back on and a CM quickly told her she had to put a mask on to come in. I also started walking in to a queue once on that same trip and completely forgot to put mine back on and was reminded quickly and slipped it back on (it's easy to forget when you're walking and talking with it off). I have several friends who have been there over the last few weeks who have talked about masks on transportation, and one who was frantic because she didn't realize she had to have them for buses and completely forgot to bring masks with her. She called me flipping out, apparently the driver didn't have any to give her that morning but the front desk CM gave her a few, she didn't realize they wouldn't let her on the bus without one. I guess some people just haven't seen enforcement so if they haven't seen it then it must not be happening, but it is happening.

Also, as far as the outdoor areas are concerned (especially with fireworks and what not), that's really a non-issue with masks since they lifted the mask mandate outdoors for all guests pretty much it's just indoors they request for vaccinated guests to mask up.

Well, Disney is not a healthcare entity so HIPPA doesn't apply to them. I deal with HIPPA compliance as part of my job (yay -_- ) , and there are a lot of ins and outs of it that are confusing, but until they list themselves as a healthcare or insurance provider they can do whatever they want in that regard, which so far they aren't requiring they just have to follow the law of the state of florida at this time which bans vaccine passports. Of course schools can require proof of vaccines and it doesn't fall under HIPPA either, but it is only giving dates of vaccines not personal healthcare information such as diagnosis. I personally still wear a mask sometimes since I live in the south and there are still areas where vaccination rates are low, even though 3/4 of my house is fully vaccinated (and the 1/4 that isn't is too young), this includes areas of WDW on my future trips since I brought home a bug (not covid, just a cold) on my last trip. Personal preference though, no debate, I also look dang cute with a mask so there's that lol

That doesn't surprise me at all. The only way you can enforce the unvaccinated mask mandate, is to ask for proof of vaccination. I though I heard somewhere that they are starting to ask for proof. Now I'm wondering if I just misheard because I think that news would be everywhere by now :scratchin

they can't ask for proof. The fine is something like $5,000 per incident of asking for proof. They might be asking for proof of employees vaccination though.

Because Florida law says you can't ask for proof  There in lies the rub

Besides transportation, the only place I saw them insist on masks for children was at the petting zoo portion of Animal Kingdom for the purpose of protecting the animals (which could be a theoretical concern for the pigs).
