Crystal Palace crowded level

If I go around 3pm how busy is Crystal Palace? When I did breakfast there it was very busy. Took about 20 minutes past reservation time to be seated and then over 2 hours to see the characters. And that wasn’t even all of them we ended up leaving because of how slow the characters made it around never had that happen before with a character meal. It was also not a super busy time that we were there so it wasn’t park crowds that made it like this.

I want to go back because my toddler loves the Winnie the Pooh characters, but I don’t want to deal with that again. I’m hoping an off hour time for lunch/dinner will be better? Currently less than 60 days out pretty much all lunch and dinner times are available for big and small parties so looks like it’s not booked up at all. Breakfast times are all gone.

So I’m waffling back and forth if I should keep it.
 
Always busy, as it is popular - not castle popular, but one of the best options among the options. Day of and you don't have a reservation and look at your options... it's going to become THE pick on most over Tony's, Liberty Tree and Skipper's.

20Min wait for an ADR is not unusual for a popular location. 10 mins is standard I think, but I've waited at Ohana nearly 50 mins once. Yeah 3PM should be a "slower" time so should be ok.

Characters are on a 60 to 90 minutes rotation through the dinning room. I assume they get a break every now and then, and then start over, so could see a two hour rotation every now and then.

It just doesn’t seem as popular with so many available times? I have a castle reservation which was hard to pick up and it’s sold out for the whole day. I know all restaurants say it can take 90 minutes to see all characters, but we didn’t even get to see them all at 2 hours with missing one no where in sight. It was a terrible experience so I’m pretty hesitant to go back. I do character dining a lot and never have experienced such a long wait before
