Cruise Boats Commandeered by FEMA???

My brother-in-law is on a November cruise, through Carnival. He called today to confirm his details and they told him that his boat was commandeered by FEMA! This isn't happening currently with DCL, right? :scratchin
 
The only thing I can find is a FORMER Carnival ship has been CHARTERED by FEMA to house National Guard members for relief efforts in St Thomas.

I would assume if DCL had this issue, the upcoming passengers would be notified?
 
As of 9/20/17 - Port of Palm Beach’s sole cruise ship — Grand Celebration — will begin a three-month sabbatical Saturday when it arrives in St. Thomas in the U.S. Virgin Islands on a hurricane relief mission, its operator Bahamas Paradise Cruise Line said.

Yes... But I am not finding anything online about them “commandeering” any ships. The one they have CHARTERED is not even one that has been in use according to everything I have found.

That is what I am finding. And it was a charter by FEMA. Not a “commandeering”.

Grand Celebration doesn't sail as a Carnival ship any longer. Is Bahamas Paradise Cruise Line under the Carnival umbrella?
 
FEMA CANNOT commandeer a cruise ship. There is absolutely no provision for that in any law. They have in the past, and will in the future, rent or charter cruise ships to use as hotel space for relief workers. This is a contract with the ship's company that has to agree to the terms. The company can tell FEMA they are not interested.
 
The US Government can commandeer (in a sense) selected aircraft from U.S. airlines when the need for airlift exceeds the capacity of the military aircraft. The preferred carriers used for government travel are contractually committed to provide aircraft if the need arises. It is called the Civil Reserve Air Fleet (CRAF). Last used in the Gulf War if I remember correctly.

For ships, the U.S. Military Sealift Command maintains Navy ships as well as chartered civilian ships when needed for heavy lift - no cruise ships on this list that I know of.

Carnival just took the ca$h.
 
All cruise ships, save one, are foreign registered. They cannot be commandeered by the US government.

If its a diplomatic mission then WHERE is the ambassador?!
Somehow he just doesn't look as menacing as he used to.
