Do they have specific times that they seat everyone? If you have the last reservation of the day, and they are about to close, do the characters still come out, or are they pretty much done for the day? Also I will be going in the middle of October. Would they be open past 7pm on one of the MNSSHP days, or would they close at that time because of it?

The characters come out for the last seating of the day.

They do stagger seating times throughout a meal. They don't try to seat the whole place at 8:15 then 9:30, since it would create hostess backups with Cinderella and also be awkward for the kitchen.

They are usually open during MNSSHP, but you would need a party ticket to dine, and most people argue that dining during a party is an expensive mistake.

They should be open until later in the evening. But if you don't have a party ticket, your ADR time must be before 7:00 PM (like 6:55) in order for them to seat you.
