Is it done just for birthdays or anniversaries?

We will be there in December and I would love to have one for DH just with an "I love you" . Could I do that, or do we have to be celebrating something?

Also, how far in advance can I call. I don't want to call too late, but I also wouldn't want it to get lost because I called too early.
