Counter Service Substitutions?

If dining on the Dining Plan at a Counter Service are you able to substitute chips/fries for the dessert? Thanks for your help!!

I think its one of those things thats "up to the CM's". Ive heard of people being allowed to substitute more often with CS than TS (TS it is rare that you can substitute.)
I don't have much experience, but last week I've WAS able to get Fries instead of a dessert at Pinochio's Village Haus (or whatever its called, the name is slipping my mind)
