Are you asking about the CS places in the resort hotels, or the CS locations inside the parks? The refillable mug program is only available in the resorts- not in the parks.

Yes, Sunshine Seasons and Electric Umbrella in EPCOT both allow refills, and maybe Backlot Express in DHS. It's been awhile since I've eaten there. MK has BOG (at least for lunch, not sure about dinner). AK has Restaurantasaurus (haven't eaten there since McDonald's left, though).

In AK, Restaurantasaurus has the beverage station.

The beverage stations are located in the seating areas. The CM will hand you an empty cup!

Yah! Good thing to keep in mind when deciding on where to eat, esp. in August when we go. (duh to me on the cup! )

Any park restaurant with self fill stations will allow refills. Most places have the machines behind the counter for CM use only.

At Downtown Disney there are refills at Earl of Sandwich and Wolfgang Puck Express.
