You actually reported yourself for questioning peoples integrity. I applaud you for that. The OP asked a question, she did not ask you to judge people. What people are reporting on trip reports, not your moral judgement, is how these questions should be answered. Trip reports are stating that the credits are still pooled and are being used in a vareity of ways. I have not seen one trip report stating that Disney is judging the integity of it's guests, but you seem to want to start this again. We all can have different opinons, so feel free to disagree, but leave the integity of people you do not even know out of it. Why not just say even though the pooling of credits is still being done, I personnally don't agree with it and think that it is wrong, instead of atacking the integrity of people who's opinion differs from yours.
 
Pooling of the credits only applies to the enforcement of the rules. A guest's card says 2A2C and one adult gets 4 adult meals. If asked he tells the CM the kids want burgers. No problem if the CM lets it slide. The same situation but the guest says he'll only takes 2 adult meals but then goes to another window in order to get 2 extra adult meals. This would certainly be an integrity issue, not a big one, but an integrity issue. The brochure now says child entitlements can't be used to purchase adult meals. The only question is if the policy will be enforced.

It was though Disney removed burgers from some of the kids CS menus because too many adults were ordering it. I think a solution might be to just price the kids CS in those restaurants almost the same as the adult meal.

There are a lot of threads where parents complain their 10 year olds prefer the kids (TS) menu. I suspect a lot of 9 year olds prefer the adult CS menu in many location.

This was exactly the case in our family. I suspect next next year, when she's 10, she'll be happy with the adult CS meals, but will want to order off the kids' menu at TS restaurants. Come on, free dining!

Precisely. And the reason why entities have rules that they don't enforce uniformly is because they rely on the integrity of their patrons. There isn't a police officer at every stop sign. There isn't a record company official sitting next to every computer that can download MP3s.
