Counselling - Level 3 or 4?

You know what I find odd? I have loads of Level 3 qualifications in Counselling - minor diplomas - but all of them together DON’T give me the authority to practice as a Counsellor. I need a SINGLE Level 4 qualification for that. Seems odd, no? I mean, sure they matter - I've learned a lot, and they will reassure clients, but the very fact that they ALL don't qualify me… seems a bit off?
