Could Disney be thinking this about off-site guest?

If we (offsite visitors) buy tickets in advance and then link those tickets in MM+ Disney already has our money. The only thing I can't quite resolve in my mind is how Disney would know when we are coming. A couple options mentioned in this thread sound plausible...

1. once a ticket is used that would trigger the ability to prebook - it obviously doesn't work for the first day, but would for the rest of the trip.

2. access to prebooking FP+ would only kick in if Magic Bands are purchased (in the purchase process the individual could be required to indicate their dates of attendance) and even then the guest could be limited to 10 days out or something like that.

Then again, I don't work for Disney so what I think really doesn't matter...:)

Disney doesn't need to know when you will be travelling. It is not a problem when I make ADRs at 180 days out. I just have to wait until 180 days out for each day of my trip. If I have a 6 day ticket, I can make FP+s at 60 days out on each day for 6 days. Now since tickets expire after 14 days unless NE is added, then you couldn't make a book a FP+ 30 days after your first FP+ because Disney would know the ticket linked to the accounted couldn't be used for both of those days.
 
I've said once that if Disney was filling rooms when they had paper FPs that were a first come first serve for all, why would pre-booking FP+s need to be on-site perk?

They may have access to information and data that suggests filling those rooms in the future may be more difficult and want something besides steep discounts and free dining as tools to spur demand.

OR, maybe they are worried about Universal pulling even more and more of their off-site guest away. Maybe they are trying to lock them in before that happens.

What is all this FP+s stuff came about as a way to try and lock off-site guest in?? What if off-site guest and what Universal is one of the reasons they are doing this with FPs?
