Paintshop Pro is a great, mulitlayered program. It has very easy options for beginners, but all the capability you could ever need if you ever decide to do more. I think you can find a better deal than $75.00 if you shop around on the net.

Another vote for Paintshop Pro . I had NO experience with image software and found it very easy to use. Very user friendly and inexpensive.
