My babies and toddlers were able to see perfectly from the booths. But last year we were seated at a table on the top tier and they were not able to see over the low wall without standing up (dd4 was in a regular chair). DD2 could see from the highchair but not very well. I think it was also bad luck as the wave in the wall was at it's highest point at our table.
We will probably skip it this year since the food is just OK and they would rather see the fish from inside the pavillion. They still talk about daddy diving in the tank. Now that was AWESOME!
