Prior to being DVC members, the only resorts in our budgets were the All Stars. WE had no problems at any of them. I place Disney's Value Resorts still at the level of at least a Hampton Inn or better. We also noticed because their guest population tends to be higher an increased frequency of busses, though they do run a relative capacity at many peak times so expect to have to stand much of the time. We're heavy sleepers, but still didn't note noise to be a problem of concern when we were awake. Like you sound, we also only utilized our room for sleep and spent most time out and about anyway.
If buses do become a problem, consider a sporadic use of Uber if necessary, about a $10 trip or less to the parks. Just look at the ETA and request the Uber before leaving your room so you meet up with the driver and minimum wait at the front of the resort.
TIP: Bring decorations, decorating the rooms and windows is VERY popular at these resorts an adds to the experience.
