The U.N. is asked to observe elections in countries where there is a pattern or history of fraud & abuse in elections. I'm not sure how much it helps to have some U.N. people observing people vote.
The U.S. does not have a history of abuse and fraud. Alas, in FL what we have are people who cannot read/understand voting instructions and thus invalidate their ballot. These same people then cry "foul", thus following the SOP of not accepting responsibility for one's actions and always being a "victim."
What continues to amaze me is that the alleged fraud and abuse in FL too place in counties controlled by the Democrat party, using ballots designed by the Democrats, using voting methods approved by the Democrats.
Yet, in the end, it's the Republicans' fault.

ITA. I agree that there is the appearance of impropriety, but I don't believe that anyone has proven that there is intentional fraud and abuse going on in FL. Stupidity, lack of coordination, lack of communication, and complete ineptitude -- most likely. But none of that proves intent to defraud or disenfranchise voters.
