Confused About Tour Discounts for AP Holders

I recently tried to book a morning Wild Africa Trek for June using my annual passholder discount. The Disney website indicates there is a 15% discount offered for this tour for AP holders. Although there are spaces available on the tour, I am told there are no spaces available that can be discounted. I even spoke with a supervisor who said there is nothing they could do. I am looking at a full priced tour and not the afternoon tour which is already discounted.

Can anyone help shed some light on using AP discounts. Are they only really applicable at certain times of year?
