"Conductor" at the fountain in Epcot

Anyone know more about this character in Epcot? We came across him in the late 90's. That was the one and only time we saw him.

I am wondering if this is a joke? This guy does not seem like he would be a Disney sanctioned character. Do you think it was a random person that was dressed kind of funny?

I never saw him either, but he does resemble Phil from the WSP.

Oh, that is funny. It does seem unlikely with the wrist bandage he seems to have. It is a mystery! Hope you get some information that helps.

My daughter has done that every time we've been to Epcot since she was 4.
