They did not have the luxury of having their own vehicle which would have allowed one adult to stay in the room with the kids while the other made a few trips back and forth with the luggage.
Also, a taxi in this scenario is pretty much a personal vehicle so that doesn't hold up. One parent could have done luggage runs while the other parent waited with the kids.
Maybe I misunderstood but it looked like your response above was saying the taxi would wait for one parent at POR to run back and forth from taxi to room back to taxi. In my experience that doesn't happen. Taxis bring you to your destination and expect you to timely exit with your luggsge so they can be on their way.
