Is the embellishment baggie considered "an element"? or is it a requirement?

I was scrappin' at 5 am this morning and was reading the requirements and somehow convinced myself that the embellishment baggie was a requirement. I *ALMOST* started gathering everything up and then I was like, hmmm maybe I should ask first

If you all plan your paper right, you should be able to come up with 6 complete kits instead of 5. The extra ones can be for your homemade secret sister swap. Even if she is in your groups, those would certainly still be used.

Two groups done, two cut and two bundles of cardstock set aside.

And I've gone right off embossing powder. (Is there a "bits everywhere" smiley?)

And I meant to do a set for SS but forgot until after I cut 4 groups

ETA: I got all of my stuff cut tonight, except the tags. I'm going to do those tomorrow! Then, I'm hoping to work on assembling them Friday or this weekend!

New question, probably silly. Does a file folder open or is it just a decorated shape I got one once and its just a shape, so I don't know if it should be something that opens(like a matchbook)
