Are new room codes always released on a monday?

No, codes are not always released on Mondays.

For example, last year the AP codes for October were released on August 28 - a Thursday.

The general rule of thumb was that codes were always released on a Sunday. That hasn't been the case the last few rounds. I would say any day is fair game now, but I would bet on a week day over a weekend day. They seem to have more people on during the week than the week end.
