We have purchased the 3 day/2 park passes. Can we use the Citywalk admission like WDW "plus"? Do we have to be in the parks themselves that day to get admission into Citywalk that evening. Or can we visit the park one week and Citywalk the next week?

You really don't need any kind of pass to visit City Walk. It's not like Pleasure Island where you have to pay to enter. There is just a cover charge at some of the clubs after a certain time. If you have a City Walk pass, then you don't pay the cover charge.
